What are the best plants for balcony gardening which grow year after year? No winter storage space.?

I have a south east balcony, east side tends to get very windy. I love plants with big blossoms and bright colours.

  4. I'm in that situation, with a cold winter problem. I find that rosemary and lavender hold up very well. My tarragon almost didn't make it, but the mint held up nicely thanks to its strong roots. Bright colored, big blossom flowers just don't survive cold, windy winter months. They are more of an annual thing. Otherwise, geraniums are great, but you have to cut them back b4 the big frost and keep them covered in a dry, dark space until springtime.
